Twitter Question: Why shouldn't spammers steal from Twitter if Twitter permits spammers to steal from Twitter?

By "steal" I mean this: Any Twitter spammer can be as rude as someone interrupting a performance by the New York Philharmonic by injecting music which has nothing to do with the performance people came to see and, thus, "steal" attention they haven't earned.

There are members among my followers whom I want to hear from and interact with one another but, I do deeply regret that Twitter permits even people whom I'm not following to inject themselves into my conversation stream...

What about you?

Can you see a better way for Twitter to be both an open discussion platform AND protect your conversation stream from people whom you don't want sending inappropriate messages to your followers?

I think the new twitter list feature might help out with this problem. You'll be able to filter out the people that are spammers and if you're in a hurry you can just scan the tweets from the people you want to hear from.
